KUALA LUMPUR: Enforcement bodies are also included in the job rotations in the civil service, said the Public Service Department director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz.
He told the New Straits Times that enforcement agencies, included the Customs Department, Immigration Department and police among others.
In listing some of the and positions that need to be rotated frequently, he said department heads across the civil service may also suggest additional sensitive posts that should be frequently rotated to prevent exposure to integrity-related misconduct and delivery in the public service.
"These job rotation also applies to enforcement bodies. In fact, the Immigration Department previously established a rule that staff managing counters would be rotated after one year," he said when contacted.
"Posts which are senstive must be rotated every three years, such as officers who handle procurement, finance, development projects, enforcement and licencing. Besides that, the heads of department could identify other sensitive positions in their respective departments."
On Wednesday, Wan Dahlan said that civil servants holding sensitive positions are not permitted to remain in the same department for more than three years.
He said transfers to different departments or organisations are necessary to prevent exposure to integrity-related misconduct, as well as to improve service delivery.
The Immigration Department, Home Ministry and Defence Ministry have previously said they will reducedthe rotational posting durations for staff in sections which are vulnerable to any issue related to integrity.
On July 22, the previous Immigration Department director-general Datuk Ruslin Jusoh had said the department has reduced the rotational posting duration for its staff in sections vulnerable to bribery, abuse of power and misconduct to one year to ensure the integrity of its services.
On Aug 22, Home Minister Datuk Seri Saifuddin Nasution Ismail said the ministry was ready to implement more frequent rotations of postings involving key agencies under its purview to ensure the integrity of its services.
The move follows the remand of four Immigration Department officers suspected of being involved in a syndicate that smuggled foreigners into the country.
On Aug 19, Defence Minister Datuk Seri Mohamed Khaled Nordin said parties involved in the procurement of military assets and the construction of military facilities will be rotated every three years to prevent misconduct, including corruption.
On Sep 26, Wan Dahlan said that department heads who fail to implement job rotation starting this month (October) would face disciplinary action under Regulation 4, Public Officers (Conduct and Discipline) 1993.
He said all department heads must adopt job rotation within their organisations to enhance service delivery across all ministries and departments.
He said the job rotation is one of the initiatives outlined in the Public Service Reform Agenda, aligned with the Circular on the Implementation of Job Rotation issued by the Public Service Department (JPA) on May 14.
