SHAH ALAM: Only 100 out of 231 Global Ikhwan Services and Business Holdings (GISB) members have valid marriage records, said a Selangor executive councillor.
The Selangor Islamic Religious Department (Jais) identified 231 people claiming to be married.
However, Dr Mohammad Fahmi Ngah, the state Standing Committee on Islamic Affairs and Innovation Development chairman, said today checks, through the Malaysian Islamic Marriage Management System and other online systems, showed that only 100 of them had valid marriage records.
"Jais will take legal action against violations of Syariah regulations.
"Investigated will focus on Section 12(c) concerning fatwa violations under the Selangor Syariah Criminal Enactment 1995 and the legality of GISB marriages under the Selangor Islamic Family Law Enactment 2003," he said during the Selangor State Legislative Assembly session.
Fahmi said the Selangor Islamic Religious Council (Mais), Jakim, and Jais are collaborating to develop recovery programmes for GISB members.
"Rehabilitation for GISB members involves two methods: voluntary participation and court orders.
"For voluntary rehabilitation, either through walk-ins or via the National Security Council rehabilitation programme, Mais offered a 90-day programme from Oct 14 to Nov 14, 2024.
"The programme aims to give GISB members the chance to repent and be treated as victims rather than offenders.
"Participants will be placed in Mais rehabilitation centres."
Up to Nov 7, 11 participants have been placed in these centres, undergoing recovery programmes based on the Mais Istitabah Module, which includes skill training.
"The Istitabah Module covers four parts: screening, spiritual treatment, rehabilitation, and reinforcement and support, focusing on faith, religious obligations and character building.
"Formal education sessions, by the Education Ministry and Jais, are also provided for children in safe houses under the Social Welfare Department.
"For GISB members sentenced to rehabilitation, the process is carried out in Mais-authorised rehabilitation and protection homes."
He said that Mais' Ar-Riqab Rehabilitation Division supports former GISB members at these centres through faith rehabilitation programmes led by 45 certified religious teachers.
"These programmes include screening, spiritual treatment, rehabilitation, reinforcement and support.
"Mais centres offer skill classes such as cooking and automotive training for those who have lost their jobs.
"Academic classes for children and teenagers, conducted by 17 counsellors from the Selangor State Education Department, are provided.
"Qualified former GISB members receive financial aid through zakat after completing rehabilitation in Mais centres."
